PHIMC’s grant making appeals process is designed to promote accountability and preserve and underscore an equitable and fair review process. The appeals process provides a system for feedback regarding alleged procedural flaws. The appeals process is not a means by which to protest an application review score, comments, and/or outcomes. The appeals process does not result in the delay or retraction of funding awards.
PHIMC accepts appeals from organizations who applied for a competitive grant. PHIMC will only consider appeals concerning an alleged deviation from a stated procedure in the selection criteria section or scoring criteria rubric section of the NOFO. PHIMC does not accept appeals concerning the evaluation scores or funding determinations/outcomes.
If interested in submitting an appeal, applicants are encouraged to first discuss their concerns with PHIMC’s Chief Program Officer by submitting an email to nofo@phimc.org with the subject Appeal Discussion. Applicants can also submit an official appeal request to PHIMC by completing the Appeal Request Form detailing the reasons for appeal. PHIMC will not accept appeals past the deadline of May 17, 2024.
Once an official appeal is received, PHIMC will review the Appeal Request Form for completeness and acknowledge receipt of the form within 30 calendar days of submission. PHIMC will review relevant documentation and processes to consider the integrity of the competitive grant process. Once a decision is made, PHIMC may provide documentation to the appealing party of the appeal determination.
